Alley Maintenance

The Street Department grades and stones (as needed) alleys in the spring and fall.  It is the responsibility of the residents to keep trees and brush trimmed so alleys are passable.  If alleys are not passable, the street department cannot maintain the alley.

Dead Animal Removal

The Street Department will pick up dead animals (road kill) from the streets as needed.  If you see one, please call 982-2778 and leave a message.

Hydrant Flushing

Why are hydrants flushed?

• Periodically, you will see Public Works personnel releasing water from hydrants. Hydrant flushing is necessary to test the hydrants to make sure adequate flow and pressure is available. Flushing is also done to remove sediment from the pipes in order to maintain water clarity and quality in the distribution pipes.

Is my water safe to drink after flushing?

• Your water is safe to drink. Occasionally, water becomes discolored after hydrant flushing. If this happens, run your cold water tap for a few minutes until the water clears. If it doesn't clear the first time, wait a few minutes and run the water again. You should avoid washing clothes until the water clears.

Leaf Pickup

Leaf pick-up begins the last Monday of October and continues through the week following Thanksgiving. The Street Department will then make one final pass and be finished for the season. Leaves need to be placed on the tree lawn, not in the street.  After the final pass, the residents of the Town of North Manchester can bring their leaves to the street department at 407 Wabash Road.  We cannot extend leaf pick-up because the trucks need to be changed for snow removal at the beginning of December.

Mosquito Control

Mosquito control is a three part program:  Larvicide control, adulticide control and resident participation.  Larviciding is treatment of catch basins and standing water reservoirs.  Adulticide is done by spraying or fogging treatments.  Resident participation is by eliminating any breeding sites by cleaning gutters and removing any standing water.  Keeping pools clean and not allowing water to stagnate is very helpful in eliminating breeding.  

If you wish to be on a NO SPRAY zone, please call 982-2778.  All the products used in mosquito control are listed with the EPA as safe to be used around the public.

Pothole Repair & Street Paving

POT HOLE REPAIR

The Street Department strives to maintain all streets in a timely manner.  If you notice a problem, you can report it to the Street Department at 407 Wabash Road.

STREET PAVING/CRACK AND SEAL

The Town of North Manchester use private contractors for paving and crack sealing. Repair is done on a basis of traffic use and condition of roadway.  Crack seal is a program designed to help prolong the life of our paved streets.

Road Side Maintenance

The Street Department mows the roadsides on East Street Extended, West 9th Street, Strauss Provimi Road, Wabash Road and the Industrial Park.

Sign Maintenance

The Street Department is responsible for maintaining all street name signs, stop signs, information signs and regulatory signs in the Town Limits of North Manchester.  The Street Department is not responsible for the signage on the state highways.  Please report any damaged signs to either the Street Department or the Police Department.

Snow Removal

Snow removal is done on a snowfall by snowfall basis.  The town is divided at Market Street.  One crew works the west side of town and one crew works the east side.  Primary streets are cleared first and then the secondary streets.  Please remember someone is first and someone has to be last, but all streets are cleared every time.  We apologize for plowing your driveway shut but there is no way we can avoid each driveway and still clear the street.  Any damage to a mailbox because of the plow or truck will be the responsibility of the town.   Any damage because of the snow is the responsibility of the resident.

Spring & Fall Cleanup

SPRING CLEANUP

Spring clean up begins the last Monday of April.  The crews start on the east side of North Manchester and work westward.  Brush and trash needs to be separated.  Trash piles can be no larger than 4’ x 8’.  NO electronics, paint, tires, televisions, or hazardous material will be picked up.  Items for pickup should be placed at the curb no earlier than 10 days before start of clean up.  Piles of leaves need to be bagged to be picked up.  Crews will go through town ONE TIME only.  For those downtown residents of North Manchester, roll off dumpsters will be located behind the American Legion and in the Med Core parking lot.

FALL CLEANUP

Fall Clean up is one weekend during the fall.  The Street Department will be open that weekend on Friday from 7:00 a.m. until 4:00 p.m. and Saturday 9:00 a.m. until 2:00 p.m.   Residents of the Town of North Manchester can bring items to the street department at 407 Wabash Road during these hours.  No electronics, paint, tires, televisions or hazardous materials will be accepted.

Storm Damage

There is no set schedule for storm damage limb removal.  As soon as possible after a severe storm, a crew will go through town to pick up the storm damage that has been placed at the curb.  It is the responsibility of the resident to move the limbs to the curb for pick up.  

If residents do tree trimming on their property, they can and are encouraged to bring the limbs to the street department at 407 Wabash Road.  The street department is open during regular business hours Monday-Friday and on the first Saturday of each month from 9:00am – 2:00pm.

Street Sweeping

The Business District of North Manchester is swept every Friday morning (weather permitting and temperatures are above 32 degrees).   The entire town is swept in the spring to clean the debris from winter and on a as needed basis after.

Water Conservation

Tips for Better Water Conservation

Bathroom

• Bathroom use accounts for about 75 percent of the water used inside the home.
• Check regularly for any leaks in your toilet, faucets and water hose bibs and fix them. Water saved: up to 200 gallons per day.
• Install a low-flow showerhead. Water saved: about 2 gallons per minute.
• Replace older, larger-use toilets with the newer higher efficiency toilets. Water saved: .5 to 5 gallons per flush.
• Take short showers and save the baths for special occasions. Water saved: 2 to 5 gallons per minute.

Kitchen

• About 8 percent of in-home water use takes place in the kitchen.
• Don't rinse dishes before loading dishwasher. Water saved: 20 gallons per load.
• Wash only full loads in the dishwasher. An efficient dishwasher usually uses much less water than washing dishes by hand.
• Install a low-flow faucet aerator, which can cut water use in half. Water saved: 1 to 2 gallons per minute.
• When buying a new dishwasher, consider purchasing a water-saving model. (New models use up to 25 percent less water than older ones.) Water saved: 3 gallons per load.

Around the house

• Wash only full loads in the clothes washer. Washing small loads uses over twice as much water per pound of laundry.
• When buying a new clothes washer, consider purchasing a water-saving model. Water saved: up to 40 gallons per load.
• Insulate hot water pipes where possible to avoid long delays (and wasted water) while waiting for the water to "run hot." When building a new home, keep the distance short between the water heater and showers and other places that hot water is used.

Water Main Breaks

Water Main Break Information

If our crews locate a water main or service line break near your home, repairs may temporarily affect your water service. Since we know that any disruption to your water service is an inconvenience, we've prepared this information to answer some of the questions you may have.

How long will the repairs take?

• The length of time to make the repair depends on a number of factors, including:
• By law, we must call 8-1-1 (North Manchester Water) to request professional locators who mark the pavement for underground gas, electric or sewer lines. We cannot excavate and begin repairs until the pavement is marked.
• How quickly we are able to locate the break.
• Water can travel far underground before surfacing, so some breaks are easier to find than others. The nature of the leak. Until we excavate and uncover the leak we won't know whether the problem is with a valve or the main pipe. Sometimes we can make the repair with a "sleeve" around a leak, but other times we must replace a valve or an entire section of pipe. Sometimes there are other utilities in the way that complicate repairs.
• Crews work as quickly as possible, and in most cases, are able to complete the repair in four to eight hours. Once the main break is repaired, the excavated area must be backfilled and pavement temporarily restored. The temporary restoration is rough but serviceable, and will be completed with permanent restoration at a later time.

When will permanent pavement restoration of the area occur?

• Permanent restoration usually takes place several weeks after the leak is repaired to allow time for any additional settling that may occur as the ground dries out. We check the integrity of the temporary restoration on a regular basis, but if you see settling or "pot holes" develop, please let us know at 260-982-9800.

Will my water be shut off? 

• Water in our pipes is under pressure, but when possible, we can make the repair without shutting off the water. However, when the flow of pressurized water is too great, we need to temporarily shut off the water during the repair work.  We apologize for this inconvenience and work as quickly as possible to minimize the disruption.

Is water quality affected?

• Usually water quality is not affected by the leak. If we suspect there is a possibility that water quality has been affected, we will issue a precautionary boil water notice. This notice will stay in effect until we have time to verify water quality in the laboratory, at which time the precautionary boil water notice will be lifted. However, please note that when water service is restored, you may notice air in your pipes and the water may be rusty, or yellow brown in color. Rust particles accumulate in water mains and can be stirred up as valves are operated and water flow patterns are changed. The discoloration isn't harmful but can stain. We typically flush out the water main after repairs to remove air and rust, but are unable to flush out your individual service line. Just let the water run a few minutes in your home to get rid of the air and color. If the problem persists, let us know at 260-982-9800.
