Where is North Manchester?

What utilities serve your town?
Inside of the Town limits, electric power is supplied by CINERGY (aka PSI Energy, Inc.). Their local office is located at 223 E. Main Street, N. Manchester, where you may pay bills or talk with representatives. A 24-hour, toll-free number is provided for reporting emergencies or outages to Cinergy (1-800-343-3525). The number for regular service requests or information is (1-800-521-2232). These calls will go to the centralized phone center located in Plainfield where they will be open 24 hours a day, seven days a week. From there, customer representatives have instant access to all billing and service information.
Natural gas is supplied by Northern Indiana Public Service Company (NIPSCO). For new gas service or to activate or terminate service if a gas line is already installed in your location, call (1-800-422-6199). Indiana Lawrence Bank, 106 N. Market Street (982-2121) or Frances Slocum Bank, 901 State Road 114 West, (982-7504) will receive your gas payments as long as they are not past due.

North Manchester owns and operates its own water and sewage treatment facilities. To connect or disconnect service or to pay your monthly bill, you may visit the North Manchester Public Works (Utility) Office at 103 E. Main Street. To reach the office by telephone, you may call 982-9800.
The utility for storm water management was created in 1994 in response to federal and state mandates to eliminate surface (storm) water from our combined sewers. Currently, too much of our surface water flows through the combined sewers which were meant to carry raw sewage to our treatment plant. This prevents adequate treatment of the raw sewage. It also processes the storm water that doesn't need to be treated, when it should be going directly to the river.
These government mandates meant that we had to begin the lengthy process of installing new storm water lines to separate surface water from raw sewage. To fund this, the Storm Water Management Board established a storm water user fee. Each property owner in the corporation is billed monthly to pay for these changes. The fee is a part of your water, sewer and trash invoice and payment is due by the 15th of each month.

North Manchester Community Schools have served the students of this community for over 37 years. Current enrollment is 1747 students. Governed by a seven-member elected Board of School Trustees, administrative duties are carried out by the Superintendent of Schools, an assistant superintendent, and seven building administrators. In addition, there are more than 250 staff members, 115 of whom are certified personnel.
The educational program of the school system is well developed and provides a desirable balance between basic education and exploratory experiences. The curriculum includes special education, vocational education, advanced placement opportunities, instruction in fine and practical arts, and a strong technology emphasis.
Manchester participates in all educational programs offered by Junior Achievement of Northeast Indiana and is a forerunner of public school involvement in the concepts of conflict resolution. All educational programs are provided for students from Kindergarten through Grade 12.
Gifted and talented elementary students may participate in special programs, and the needs of educationally handicapped students are also fulfilled. Special attention is given to children with speech and hearing difficulties.
A vocational school located nearby serves six high schools and is available to high school students and adults for practical training. For the younger children, North Manchester has a modern, fully staffed day care center and two church-affiliated nursery schools.

What types of storm and emergency warning systems do you have?
Snow Emergency Routes
Snow emergency routes are posted and cars left on those routes will be towed away within six hours following notification of a "snow emergency." The public will be notified via WOWO Radio, 1190 AM in Fort Wayne. Cancellation of the snow emergency will be announced in the same manner.
Storm Alert System
North Manchester has a storm alert siren system with sirens located in five positions around the community. The siren on top of Town Hall is sounded once at 12 noon just to tell you that it is noon. This siren, plus the four other alert sirens (including one at Manchester College) will be sounded ten times or more, with long sounding blasts, to warn of a dangerous storm or tornado. Residents hearing this alert are urged to go to a basement or place of safety immediately. Do not go to a window or outside to look for the approaching storm. The Police Department and Manchester College will not be sounding this alarm unless a tornado or damaging storm has been reported in the immediate vicinity or is reported to be on its way within minutes.
A shorter sequence of sirens will be sounded to give the all clear signal to residents.
A civil defense practice of the storm warning system may occur, except through the winter months, every second Tuesday of the month around 4:00 p.m. during the months of April, May and September and around 1:00 p.m. during the months of June, July and August.
Four Red Cross approved shelters are available in case of a local disaster. These sites are the Zion Lutheran Church, 113 West Main Street; The First Brethren Church, 407 N. Sycamore Street; and the Junior High School, 404 W. Ninth Street.

Located just 20 miles south of North Manchester in the City of Wabash, Wabash County Hospital is located at 710 N. East St., off State Road 13. Visit their web site to learn about their full range of medical services.
Accommodation for Disabled Persons: North Manchester has provided ramps throughout the downtown area to make access to businesses much easier for the physically impaired. There are four designated handicapped parking locations. There are two located in the town parking lot next to Town Hall, a space in front of Wampler Jewelry Store, a space on the west side of Walnut Street beside the License Bureau, and another in the American Legion parking lot.
