Building Commissioner
Welcome to the North Manchester Building Commissioner's office.
Mr. Shumaker works only part-time as Building Commissioner and has no regular office hours in Town Hall. He works out of the Clerk's Office. The Clerk's Office staff will assist you with filing for a building permit, but all questions about zoning, variances, plot plans, setbacks, signage, building codes, the need for a building permit, demolition ordinance, demolition permit, unsafe building ordinance, etc., should be addressed to Mr. Shumaker.
North Manchester has a Master Plan for building and development of the community. You are invited to familiarize yourself with the building codes. Copies of the Master Plan may be reviewed or purchased at the Clerk's Office.
Building permits are necessary whether you want to build a new home or add to and improve your present home or business. Building permits may be applied for at the Clerk's Office. Generally speaking, a fee of $.03 per square foot of new building construction will be charged, with a minimum fee of $20.00. This fee must be paid at the time of submitting your application and the Building Commissioner is allowed up to five days to inspect and issue your permit. Be sure to apply for your permit in plenty of time before the actual construction is to begin. Lack of a permit means construction may be halted.

Clerk-Treasurer
Welcome to the North Manchester Town Clerk-Treasurer's office.
The public may contact this office to register to vote, apply for building permits, inquire about local ordinances and regulations, purchase town maps and booklets, and file claims for payment of services rendered to the Town.
Mrs. Mugford is secretary to the Town Council. You may call or email her regarding Council agenda items.
The Clerk's Office does not maintain records pertaining to property taxes, deeds, property ownership, birth, death, marriage or divorce, etc. These are filed with and handled by various county officials at the Courthouse in Wabash. Courthouse hours are 8:00 a.m. to 4:00 p.m., Monday through Friday. The Courthouse phone number is 1-800-286-3190.

Welcome to the North Manchester Fire Department.
Mission Statement
The North Manchester Fire Department's Mission is to save lives, protect property by suppressing and controlling fires, and to provide services such as fire protection, emergency medical first responder, fire prevention and education, and other activities as deemed in the best interest of our community.
The North Manchester Fire Department is part of the North Manchester Department of Public Safety. The Department is located at 709 West Main Street in North Manchester, Indiana. Cam Kissinger is the Chief of Fire Operations and can be reached at (260) 982-8212. Three full time drivers and 25 volunteers staff the North Manchester Fire Department. The full time drivers work a 24-hour on and 48-hour off schedule. Seven volunteers work on a part-time basis as relief drivers. The North Manchester Fire Department has applications for volunteer positions available at the station.

Police Department
Welcome to the North Manchester Police Department.
The North Manchester Police Department is a part of the North Manchester Department of Public Safety. Eleven full time officers staff the Department. The Town Marshal is Jim Kirk. He can be reached at (260) 982-8555, The department also has an active Police Reserve unit. The reserves are coordinated by Officer Brian Hammons. Information pertaining to the reserve unit can be obtained by calling (260) 982-8555.
Street Department
Welcome to the North Manchester Street Department, a division of Public Works.
Our Department provides various services to the Town, including the following:

Town Council
The Town of North Manchester is governed by a five-member Town Council who are elected by the residents of the Town and serve on a part-time basis for a four-year term. Council meets regularly on the first Wednesday of each month at 7:00 p.m. at the Public Safety Building, 709 W. Main St. You are invited and encouraged to attend.

Town Life Center
The Town Life Center offers leased office space for small not-for-profit organizations or small businesses. The current tenants can be listed on the website along with contact information and a description of their services
Hourly rental space for use of the Gym, Merritt Activity Room and Conference Room for residents of the Community. Rental space is scheduled through the Building Administrator.

Town Manager
Welcome to the North Manchester Town Manager's office.
Roles and Responsibilities
- Attend Council Meetings and make recommendation on actions as he/she considers advisable.
- Hire town employees according to pay schedules and standards.
- Delegate responsibilities as necessary.
- Administer and enforce all ordinance, orders, and resolutions of Council.
- Shall see that all statutes, required to be administered by Council or the Town, are faithfully administered.
- Prepare budget estimates and submit to Council when required.
- Execute contracts on behalf of the town for materials, supplies, services or improvements, after the completion of appropriations, notice and competitive bidding required by statute.
- Receive service of summons on behalf of the town.
- Represent the Town for local organizations as well as County,State and Federal committees .
Wastewater Department
Welcome to the North Manchester Wastewater Department, a division of Public Works.
The Town of North Manchester utilizes a conventional activated sludge plant to treat around 250 million gallons annually of wastewater. The town’s sewer system is a combined storm/sanitary system with over 28 miles of sanitary and 12 miles of storm pipe of varying sizes. The town has in place a Long Term Control Plan approved through IDEM to minimize the impact of Combined Sewer Overflows during rain events. The goal is to reduce and/or eliminate all wet weather overflows through several projects to meet EPA water quality standards. Current treatment at the wastewater plant produces 99% BOD removal, 98% Ammonia removal, and 97% total solids removal on a daily basis. The high quality recycled water is released into the Eel River. Biosolids are treated at the facility and land applied to a local farmer’s field to replenish nutrients needed for crop production. Annually, around 120 dry tons of biosolids are produced and incorporated into the soil.

The Town of North Manchester Wastewater Treatment Plant has a team of 6 individuals who manage the town’s wastewater treatment plant, collection system, and stormwater system. Job duties includes laboratory analysis, maintenance of equipment, grounds keeping, sewer cleaning, catch basin cleaning, locating utilities, etc.

How your water gets to you:
- We draw water from 5 wells in two different aquifers, this water is pumped to the water treatment plant.
- The first process at the plant is aeration, this helps to convert the natural iron so it can be removed.
- Then the water is pumped through our iron removal filters, greatly reducing the iron content in the water.
- We treat the water with a form of Cl2 to provide a highly efficient disinfectant, and it is added to public water supplies to kill disease-causing bacteria that the water or its transport pipes might contain.
- The water is then pumped to the system to be carried to your homes.
